  • Abstract:

Xi’an is a famous ancient capital of China, a home of the Chinese nation’s spirit, the starting point of the Silk Road and a typical representative of the ancient capital of the East. Xi’an with Cairo, Athens and Rome is the world’s four ancient capitals. Therefore, how to protect the heritage in the urbanization process is an important question for both China and the World. Xi’an City has 3,000 years of history, in which Xi’an is known as nation’s capital for more than 1100 years. When researching the evolution of Xi’an, we can find that since the establishment of the Feng Capital and Hao Capital of Western Zhou Dynasty, Xianyang City of Qin Dynasty, Chang’an City of Han Dynasty, Chang’an City of Sui and Tang Dynasties, Xi’an City of Ming and Qing Dynasties had been in turns established in this area of “Eight Rivers and Eleven Plateaus”, which is the typical topography of Xi’an. Chang’an City of Sui and Tang Dynasties in particular was planned and constructed at the most advanced level in the world at that time, and influenced later Chinese capital construction, also became the city construction prototype of Japan, Korea and other East Asia countries. With the rapid urbanization process, heritage conservation faces more and more serious challenges. In recent years, under the protection frame and system of the Xi’an historic city conservation plan, more and more cultural heritage protection practices have gradually formed a cultural heritage protection and management of the Xi’an models. In the last decade there are five typical models of experience in Xi’an, each with a typical case of heritage conservation practice. With the proposal of Xi'an international metropolis planning, how to expand the city on the premise of cultural heritage conservation is a new difficult problem. This paper, based on the summary of the past progress of Xi'an urban development and cultural heritage conservation, questions the Xi’an development pattern pursuing international metropolis, and puts forward cultural heritage conservation principles as the basic principles of city planning.
