- Abstract:Housing Provident Fund (HPF) has been now imple-mented in most cities in China, while there are some variations in the operation of HPF scheme, especially in the debates of HPF operating efficiency. This paper, based on the input-output, chooses the contributing capital, the repayment of loan principal and the contributing persons as input index, the total captial for drawing and loaning, the number of loaning persons as output index, and sets up the DEA model of HPF system. Then, using the DEA model, this paper evaluates the operating efficiency of Shanghai HPF scheme from 1999 to 2009 year, measures annual relative efficiency value, analyzes the results in the efficacy and puts forward some suggestions to improve its efficiency
