摘要：The northern part of Shaanxi Province of China has abundant mineral resources, especially coal, gas and oil. Relied on the advantages of these natural resources, this region is developing rapidly in economy, as well as in social and cultural aspects. However, we noticed that disorderly energy development had deteriorated the local ecological environment and seriously affected local people's life in recent years. Correctly evaluating the loss of ecological environment service value in the process of energy exploitation and production are important for assessing the true value of oil exploitation and establishing compensation policy for the environment damage. In order to correctly assess the profits and reasonably compute the pollution compensation to local residents, This paper studies the environmental pollution problem of Yanchuan County. Based on the survey results, it presents a qualitative analysis of local pollution conditions caused by oil refineries and the attitudes of local people to pollution. For local residents, CVM (contingent valuation method) is applied to obtain their maximum willingness to pay and minimum willingness to accept for pollution compensation.
